The CRJS 6400 Course uses an integrative approach to examine the challenges of managing and leading agencies, organizations and communities in a rapidly changing environment. Students will also study the issues and problems faced by managers in the public sector. The CRJS 6400 Course will cover principles of effective leadership and management, organizational theories and their application to criminal justice agencies, conflict resolution, team building, human resources management, financial resource management, change management and the strategic context of managerial decision making.

CRJS 6400 – Strategic Context of Management and Leadership (5 credits) is a prerequisite for CRJS 6500 – Strategy, Vision, and Change (5 credits).

CRJS 6400 Week 4 Outline for CRJS 6400 – Strategic Context of Management and Leadership (5 credits) (CRJS 6400) This class will meet online using Brightspace at https://brightspacebyd2lcom/delgadoedu Students are expected to log into Brightspace daily during each week that there is class scheduled in order to review lectures, assignments, announcements, resources, etc.. Please review Brightspace weekly starting on Monday morning after 12 am CST through Sunday night at 11:59 pm CST each week that there is class scheduled during the semester (there are no scheduled class meetings on weekends). The Strategic Context of Management and Leadership CRJS 6400 Course is designed to help students explore and understand the strategic context of management and leadership in the criminal justice system. Cook gives a good overview here with positive examples but does point out this is not necessarily a panacea either if there are underlying issues that cause recidivism even when folks complete treatment successfully such as lack of employment opportunities or affordable housing along with substance abuse issues which often requires long term treatment options after successful initial treatment rather than simply locking them up again if they fail a drug test upon release since this is likely just part of an ongoing addiction issue that needs long term care versus punitive measures such as reincarceration due to relapse into drug use.. This is an important point that Cook makes because even though there are good ideas out there we cannot simply expect things will change overnight without addressing other underlying issues.. We can’t just lock people up forever either or at least it would be nice to not have to lock them up forever since we don’t have enough money to build more prisons nor do we have enough money left over after paying for basic essentials like food and shelter for most folks already struggling along the poverty line.. If we want to actually reduce crime and keep folks from going back into prison once released then we need to take a more holistic approach versus simply locking them up again when they mess up which just perpetuates cycles of poverty – see also Crime Prevention Effects p 649 ff Kelling & Moore specifically regarding broken windows policing theory where one broken window leads eventually to many broken windows so it is important to address small problems before they become bigger problems.. It is worth noting Cook also gives some other useful ideas such as problem solving courts that actually seem to help keep folks from returning to jail rather than making things worse like many traditional probation programs do but the larger point here is even though we have good ideas available it takes more than just building nice new courthouses because it takes more than just changing laws alone since underlying issues need addressed too if we want real change on how criminal justice operates – i.e., what works best under what circumstances? It also takes more than one person working alone which makes sense given Cook’s reference above about multi-disciplinary teams working together towards common goals so everyone needs buy-in otherwise nothing really changes despite best intentions because old habits die hard – no pun intended… In short we need systemic change instead if individualized changes in thinking alone which can be hard sometimes especially when comfortable doing things “the way we have always done things around here” where change may require rethinking past practices… See also Kelling & Moore pp 632 ff specifically about community policing efforts versus traditional approaches depending upon various factors such as geography etc.. There is no magic bullet solution but rather careful consideration must be made regarding specific circumstances before implementing any sort of reforms where one size definitely does not fit all areas equally – i.e., what works best under what circumstances? And while breaking windows has worked quite well in some places so far it has also been overused in others leading eventually back into cycles of recidivism even after successful rehabilitation where treating everyone like criminals eventually makes everyone act like criminals – see pp 631 ff Kelling & Moore specifically regarding NYC where tough policies worked at first but did not last forever because once everyone got used to being treated like criminals then it became harder later down the road trying getting everyone back onto track again – i.e., once you become a criminal by default then you become more prone acting criminally especially if expectations are lowered such that actual criminals look less bad by comparison…. iow once attitudes shift even slightly then attitudes tend stay shifted over time unless other changes occur too that can shift attitudes back towards more positive expectations … See Wilson pp 1490 ff specifically about changing attitudes versus changing laws which is often easier said than done but still worth discussing here because changing attitudes ultimately may require changing laws at least initially so folks get used new rules prior shifting their overall perspectives again later down road if successful changes occur … iow sometimes certain changes may require legal mandates initially but these same changes could ultimately help improve perceptions down road leading eventually towards attitudinal shifts where perceptions meet reality…. See also Beasley below for discussion about attitudes among law enforcement officers themselves where recent survey found police attitudes related race remain negative overall despite improving some compared earlier surveys taken during past decades … Attitudes among law enforcement officers are important consider here too since they set tone within departmental cultures which trickle down throughout agencies setting expectations how folks within agencies tend behave over time; however, perceptions are not always accurate leading instead towards stereotyping patterns across broad populations without taking into account variation within individuals … For example survey mentioned below found police officers today tend believe black males commit substantially higher percentages violent crimes compared whites whereas actual data suggests difference between white violent crime rates black violent crime rates considerably smaller; however, survey results reflect perceptions among police officers surveyed rather actual facts based data obtained elsewhere yet these same perceptions shape overall expectations coming into contact resulting eventually towards increased likelihood conflict arising between police civilians … See Beasley below esp pp 3-4 regarding perception among law enforcement officers regarding blacks committing higher percentages violent crimes versus actual percentages derived from FBI UCR data leading eventually toward increased likelihood contact involving blacks whereas UCR data reflects actual numbers versus perceptions shaped otherwise by stereotypes … Maybe this helps explain why residents might react negatively when contacted by police given stereotype information received elsewhere outside criminal justice system suggesting much higher percentages black males involved violence when compared whites … Maybe this also explains why police might react negatively coming into contact black civilians given negative information suggesting much higher percentages violence among blacks compared whites … Perhaps better information exchanged between various parties could help improve overall understanding difference between perceptions reality leading eventually towards improved relations between police civilians therefore helping improve overall public perception criminal justice system itself possibly improving public support…..
